The background color needs to be fixed so you are requiring us to do a "mock" on-wiki discussion on this (discussion was present but in a different platform)? The discussion on facebook and on Wikimedia developers <[email protected]> with subject line "[Wikitech-l] Bikol Wikipedia logo issue" were concluded and the old "Monobook era" logo was replaced with a "vector era" logo with a white background. Odder designed the original svg file with transparent background and Filipinayd didn't find the png version at that time in commons so he edited the logo and used MS Paint (That was the reason the filename was "Wikipedia-logo-v2-bcl.svg.PNG") and then saved it again as wiki.png. That action did not pass through an on-wiki local consensus discussion. I do not see any backlash when the logo is replaced with a new file. The design, and translation did not change. We are just fine tuning the output. Your requirement may be applicable if we will be changing the translated text or if the new Wikipedia logo is released. I am reporting a bug (an error).
