Currently the only method to open the task explanation contained in the one
step guider on http://toro.wmflabs.org/wiki/Special:GettingStarted is to click
a very very small question mark icon. If possible, we should open the guider on
hovering over the task icon or title as well. If doing so on hover is a pain,
then making the icons/titles clickable would be a good fallback.
