Something like that should never be necessary.

If it isn't really turned off, then the link should be visible.

If it is turned off (as the author of that revision claims), then the link
should be invisible.

Is there a way to turn off interlanguage inclusion on a page? And if so, does
it also hide the link? And if so, why is that functionality not used for the
Main Page?
