Without it the personal bar is just a collection of unidentified links. While with the icon it's instantly identified as a series of links related to the user. Stuff like proper padding and lining up of whitespace are invisible when they are present and done right. But when they are not there they give uncomfortable feelings, usability issues, etc... I think the personal icon fits into that category.
