That's bug 14901, now bug 42457.
The point of this bug is not the wording but the fact that an enotif should be
sent for log actions on the user or on the user (talk)pages even if only
"E-mail me when my user talk page is changed" is selected, without the
enotifwatchlist preference enabled, because obviously they are not like any
random watchlisted page (and we don't want to add another preference).
Of course it makes more sense now that the enotif is less confusing, but I
doubt this can work without bug 42457 giving MediaWiki a way to alter enotif
behaviour depending on log action type? Or maybe the options given by bug 14901
are enough, I don't know.
