Basically have the timestamp also be part of the expanding/collapsing toggle.
This would require moving it to the other side of the flags, which would then
appear between timestamp and page title.
The advantage of this is that then there would be more to click on to toggle a
block - arrow is kind of small (especially for Bug 44853, but even in general
the blue one can be kind of annoying) and it's not like the timestamp is being
used for anything else.
Basically it would look more like in this:

similar grey colour to the arrows in Vector might also make the functional
connection more apparent there.
