Admins can currently set a custom error message for warning actions on abuse
filters. These messages come from pages in the MediaWiki namespace on the local
wiki. For global rules, translated versions of the warning need to be provided
to the user.

Possible solutions:
 * Pull the page from meta's MediaWiki namespace, possibly look for
/<lang-code> for translations.
 * Pull from a local wiki page, and have a default message in case it doesn't
exist on the local wiki.
 * Send messages to TWN
 * Disable custom messages and require admins to add/use system messages when
the rule is marked global.
