In most of links on mw.org I have seen that title attribute is absent from
external links but present for internal links.
For example go to
https://www.mediawiki.org/wiki/Wikimedia_engineering_report/2013/February#Upcoming_events
Hover over SMWCon and then on LibrePlanet, SMWCon being an external link
doesn't have a title attribute.
Is it not possible to set the title attribute using wiki text for external
links?
