As described on the URL provided, LocalSettings.php may be generated with a PHP
warning or notice, which will be unnoticed by the user when reuploaded to the
server
This makes it extremely hard to debug if the user doesn't edit the file on
install, since every page will output what looks like a legitimate PHP error,
which is located right into the LocalSettings.php.
