The naming of the files has to be:
> fuel-<module>-<langcode>_OrgName/IndividualName.<FileFormat>
language/fr/terminology/desktop/fuel-desktop_translatewiki.net.po
Should be
language/fr/terminology/desktop/fuel-desktop-fr_translatewiki.net.po
This needs to be changed in FUEL.yaml in the translatewiki repo.
