Looking at the data coming in from
https://meta.wikimedia.org/wiki/Schema:MobileBetaWatchlist, it appears that
non-enwiki users are not being assigned event_userId. To quote Matt Flaschen:
"It's probably time to move wgUserId into the core JavaScript interface." :)
