Using the maintenance script, removeUnusedAccounts.php will delete 'User:Abuse
filter' because user is never credited with at least 1 edit.
Test, run from command line ../maintenance/removeUnusedAccounts.php without
--delete parameter and Abuse filter will show up in out. Use --delete parameter
and User:Abuse filter is deleted from users table.
