Mediawiki parser does not parse langlinks included in source of talk pages. For
wikis having wikibaseclient extension enabled on all talk pages a "language"
section is added on sidebar.
It does not make sence to show this section if there will never be sitelinks.
After [[bugzilla:45581]] is resolved the repository will not contain langlinks
for talk pages anymore, too.
