[[Special:NewPages]] only highlights unpatrolled pages in yellow if you belong
to a user group with patrol rights. Otherwise, the page has no highlighting. It
is useful for non-patrollers to have access to patrolled page information
without poring over the patroll log. The wider community can help spot entries
that may need attention and gauge whether the patrollers are using the tool
effectively.
