Ran into this at
https://en.wikipedia.org/w/index.php?title=Bloomex&action=history where an
admin protected fully protected the page when there was a pending change in
place, and then didn't touch it after that. I was able to mark it as "being
reviewed" even though I can't actually accept nor reject it.
