#2099 "Translate also in language X" in message list
API needs
1. API that tells whether a given message in a given language is translated or
not
2. API that retrieves a given message in a given language
3. API that gives translator's languages of interest
JS side:
Based on the above APIs, tell the user that this message is not translated to
signed up languages.
Dynamically change the target language for a message to another language, fetch
translation suggestions.
Should be able to switch back to original language
Nice to have:
Get all of the above information via a translator helper API call to avoid
multiple hits to backend

Suggestions for other languages should be based on languages which are
probably interesting for the user languages for which the user has provided
translations, or similar/related languages).
