Providing another channel which *isn't* a discussion channel is probably a good
solution here - one specifically for disseminating systems status updates and
nothing else.

Indeed we don't want to remove the IRC link until an alternative is provided,
so let's change it to something that works better for users of IRC. I've
provisionally set up #wikimedia-status on the assumption that'll be acceptable.
If we're actually going to use that, ops will need to be added etc, but it is
there now.
