Set $wgCategoryCollation to 'uca-pt' on Portuguese Wikipedia and Wikibooks and
rebuild category sort keys.
No need for community notification and discussion here; this is a purely
technical change. These projects have had their collation set to uca-default
per bug 35632 and bug 43185; uca-pt is functionally equivalent.
