All the links in the personal toolbar look about the same. A couple have
various icons, but even the icons are inconsistent and don't appear to signify
a whole lot - ULS icon is part of the link, the little person icon doesn't
belong to anything, and the Echo icon is its own link (that doesn't actually go
to where hovering says it would because it's actually a trigger for the popup).
Those links that result in a popup should be visibly distinguishable from those
that do not.
