adding an article in a new language does not update the list of languages
without issueing a purge on all languages.
example http://en.wikipedia.org/wiki/Wickiana:
adding article with language makedonian made it necessary to add "purge" in the
Urls of the de, id, it, en, bar versions. then adding tr made it necessary to
do a purge on de, id, it, en, bar, mk.
