Cloning this bug from bug 43668, now that there is a proper medium.dblist (cf.
<https://noc.wikimedia.org/conf/medium.dblist>), it'd be nice to re-enable all
the of the disabled Special pages on medium wikis.
This is a follow-up to bug 39667, which requested this for small wikis.
