When a translation is proofread, the tooltip says "accept translation" but the
translation is already accepted.
If we are not allowing undoing the proofreading action (which may be
problematic in itself) we should at least remove the tooltip, avoid
highlighting on hover and use the pointer cursor instead of the hand one.
Otherwise the element seems clickable but it is not.
