Locally I'm getting the error:
"Unknown dependency: mediawiki.api.titleblacklist"
Previously, UploadWizard was able to load even if the TitleBlacklist extension
wasn't installed.
I imagine there's some code that needs to check useTitleBlacklistApi (which
should only be true if 'titleblacklist' is in $wgAPIModules.
