The behavior is still inconsistent:

I just added "//[[File:See bug 27280.svg]]" to
https://pt.wikibooks.org/wiki/User:Marcos_Antônio_Nunes_de_Moura/monobook.js?diff=248696
and it didn't show up on
https://pt.wikibooks.org/wiki/Special:GlobalUsage/See_bug_27280.svg
but when I created the subpage "/bug 27280.js" of the same user with the
content "//[[File:See bug 27280.svg]]", this new page was shown at
https://pt.wikibooks.org/wiki/Special:GlobalUsage/See_bug_27280.svg
(and the monobook.js still was not there)
Then I deleted the "/bug 27280.js" page, and it was removed from global usage
instantaneously.

Why does it have problem only with the monobook.js one? Maybe it is because it
was created on 21:51, 6 March 2007? (I suppose the extension was not installed
at that time, was it?)
