This only affects user of the Vector skin (though seeing that it is the default
skin on that wiki, that's not too much of a comfort) via a CSS rule written
down at [[:ur:MediaWiki:Vector.css]].

I am sure there were some reasons behind changing the font size for all of the
site, so I wouldn't like to make any decision without hearing from the
community first. Two options come to my mind off the top of my head:

#1: Getting rid of that CSS rule as a whole (so the site's text size depends on
user's own settings);
#2: Changing the rule so that the text in the sidebar is smaller than in the
rest of the site or removing margin per comment 1.

I would personally be in favour of option 1, sice — as far as I see — none of
the other Wikipedias written in the Arabic script have that rule[1].
