On talk pages, the "new section" tab is shown both when viewing the page and
for other actions (e.g. action=edit, action=history). On non-talk pages with
__NEWSECTIONLINK__, the "new section" tab is only shown when viewing the page,
not for the other actions. For consistency, it should always be shown.
