As an update to this:

This is not possible right now per:
https://wiki.mozilla.org/Bugzilla:FAQ:Administrative_Questions#How_do_I_make_it_so_that_bugs_can_have_an_UNCONFIRMED_status.3F
as the UNCONFIRMED status is currently tied to the votes system. We don't use
votes here for anything useful, so I don't think we should enable the voting
just to get UNCONFIRMED available to us.

There's an open bug at https://bugzilla.mozilla.org/show_bug.cgi?id=162060
requesting UNCONFIRMED to be decoupled from the voting system. Marking this as
LATER and adding +upstream keyword, as there's nothing we can do here right
now.
