We don't use votes here for anything useful, so I don't think we should enable the voting just to get UNCONFIRMED available to us. There's an open bug at https://bugzilla.mozilla.org/show_bug.cgi?id=162060 requesting UNCONFIRMED to be decoupled from the voting system.
