I'm not sure why the OTRS admins currently do not have access to this feature.
By default, it is available (see attached URL). This option has been
unavailable on our installation since 2007 and prior (perhaps it was never
enabled).
If there is no reason not to, I'd like it enabled so that we may run our own
queries, without having to poke ops to do it.
