The interwiki prefix nb, which redirects to no, does not sort properly. See
e.g. http://nn.wikipedia.org/wiki/MediaWiki:Recentchangestext for an example.
The link to nb should be at the top, like in the actual source code.
I suspect that Wikidata is to blame; and probably what needs to be done is to
set nb to be listed at the top of the interwiki list for nn.wikipedia, just
like the prefix no is.
