If you are a new user, this feature will automatically add pages that you edit
or start to your watchlist.
The rationale for doing this is to fill in new users' watchlists based on their
recent edits, so they can find this tool more valuable and start using it more
often.
This could be simply implemented by changing the default for new users to
automatically check the current Watchlist preference called 'Add pages and
files I edit to my watchlist', as described here:

A proposed revision has already been filed for this feature, which is awaiting
review. So we could simply approve or tweak that revision, then merge it
ourselves. See this related bug:
