With regard to this bug report: I am an idiot, it's invalid. I created a new [email protected] account, added it to https://bugzilla.wikimedia.org/editparams.cgi?section=mta#globalwatchers_desc , and in my "User Watching" preferences under https://bugzilla.wikimedia.org/userprefs.cgi?tab=email I removed wikibugs-l and added all-bugs@. And I didn't get bugmail, so I assumed something's broken. After adding myself now ([email protected]) to globalwatchers, I set priority on bug 46533 (which I mentioned in comment 4), and I properly received bugmail. After googling, this is all by design and this report is INVALID, as you cannot watch globalwatchers: https://bugzilla.mozilla.org/show_bug.cgi?id=399886 That means whenever you want to receive all bugmail, you must ask a Bugzilla *admin* to add you to the globalwatchers list.
