Scripts that want to depend on it for some reason should just continue if the
module is empty.
The module going in state "missing" if it is empty seems broken (an
implementation detail that should not be exposed).
This is currently failing the test I'm about to add for bug 44299 comment 19 to
fail as there is a missing module "user" on a clean wiki when logged out.
