The enhanced toolbar appears blank with IE7 on Vista for RTL languages. The
screenshot is attached.
Although the usability team is looking into the issue actively, the solution
has not yet been found. Please disable the toolbar from the beta opt-in in
order to prevent exposing the blank toolbar further.
