Currently an enrollment token is not required for a course page, and by default
there is no enrollment token.
Enrollment tokens should be required for course pages. This is primarily to
prevent experienced editors from enrolling in courses out of curiosity, which
makes it harder to automatically assemble an accurate cohort of students for
analysis or notification purposes.
