Re-enable the third section of notification preferences, to enable users to
choose whether or not they want to see the notifications badge next to their
name in their user menu, using a check box.
Consider this revised wording for that section:
Web Display
[ ] Show notifications badge in my toolbar
The last version we had before this function was disabled had a longer wording
that seemed unnecessary.
Also note that this section could be called 'Web settings', to match the new
'Email settings' section name.
