We need a quickie test site put up running ReaderFeedback extension. Cloning
en.labs data might be nice but not immediately required.

I think this is all that needs to be done to change the tags from the
default (reliability, completeness, neutrality, presentation). I would
like to change it from the default, but ultimately get a community
discussion going about what these categories should be.

Logo for the site would be the same as main labs logo. If we can
easily feed it with content, that would be great, but not strictly
necessary.

I don't think we need a language code - we can have a single
multilingual site for this.

If necessary, set up the blank site now and we can push back the extension
deployment until we've got Aaron to double-check the config.
