When Special:Preferences is loaded, the user's javascript for the corresponding
skin is not loaded. However, the user's CSS is loaded. So if the CSS relies on
the javascript, the result can unusable. For example, this can happen if the
javascript moves content around in the DOM tree, and the CSS styles it based on
the revised layout. Either the both the user javascript and CSS should load, or
neither.
