More a notification and noting than a major concern as it relates to stewards
applying rights from meta, and local application of rights at approximately as
same time.
I self-applied a set of rights for mediawiki.org from meta (add CU). During
the time of advanced rights a local bureaucrat at mw.org gave me admin rights
for that wiki. I again amended my rights at mw.org; and meta's knowledge of
the rights was unaware of the change of rights that had been applied locally,
so overrode the new rights set.
