When uploads are enabled for non-logged-in users, Special:Upload appears as
expected. Upon attempting to upload a file, though, the user will be greeted
with "Fatal exception of type UploadStashNotLoggedInException."
UploadStash appears to require that a known user upload a file when in the past
this has not been a requirement.
