*Abuse filter managements (Home page)
1)For general users option to view public filter and its logs only . Currently
non sysop-non right user has to brows unnecessarily list of private filters
2)Self created Grouping and group log view of filters for sysops -or right
holders
:Reason currently tracking a set of similler subject filters at one go is
difficult ,Such feature will help better track and avoid duplications in
simmiller purpose filters
