We need a way to publish and maintain a wikibase.owl file (corresponds to the
schema files for the XML dumps). The file is just an XML file.
It would be nice if the URL for that would not be too ugly (
http://www.wikidata.org/ontology would be quite nice, but let's figure out what
works).
We also would need some way to be able to maintain the file, whether by mapping
it to a file in the code (so it would be part of the extension files, e.g. in
the resources) or through some place in Gerrit.
