If you scroll down from the top of the page with the edit notice open and then
scroll back up, the text content of the notice 'throbs' a little. I think it
has to do with the dynamic addition / removal of the
've-ui-toolbar-wrapper-floating' class on ve-ui-toolbar-wrapper.
