When landing at a group that has eveything translated, and after clicking
"Proofread translations", nothing is displayed, instead of the expected
suggestion "".
Steps to reproduce:
1. Go to URL. An empty list is displayed.
2. Click "Proofread translations"
Observed:
I. Nothing is displayed in proofread mode "Unproofread" if there are no
messages to be proofread for a user.
Expected:
II. Tip "You can review translations already proofread by others." is
displayed. This is displayed when reloading the page after step 2.
