Assumption:
$wgULSPosition = 'interlanguage';
1) Go to wiki with ULS with above setting
2) Click the cog
3) Click fonts tab
Observed: ULS is partially hidden (unless you have a very big resolution)
Expected: No scrolling needed to see whole dialog.
