There is confusing behavior when trying to translate a translatable in a not
whitelisted language. Translations can be made, but they will not be saved in
the backend, because the group/language combination is not whitelisted.
Preconditions:
* Have a translatable page with priority languages (for example only "nl") that
are enforced.
Steps to reproduce:
1. Go to URL
Observed:
I. A message appears at the top of the page: "This page cannot be translated to
Deutsch. A translation administrator decided that this page can only be
translated to Nederlands."
2. Make a translation and save it.
Observed:
II. When translation is saved, it cannot be saved in the backend. Unknown
error: "tpt-translation-restricted"
Expected:
III. For blacklisted group/language, no API results should be provided.
