Currently to get the next set of notifications, you need to pass both the
notoffset and nottimestamp parameter. It would be much more convenient for
existing frameworks to accept a unified "notcontinue" parameter in the standard
format (https://www.mediawiki.org/wiki/API:Query#Continuing_queries)
