* New revisions which do not update the "stable" pointer should create a
branch.
* Review -> accept results in a merge. If there is a conflict, this creates a
new resolution job.
* Uninstallation migration: flatten branches into trunk, do not update "stable"
pointer. Create conflict resolution jobs if necessary.
