While there is no need to use, say "en:" on en. _at all_, in the case of
interwiki links it often happens that
a. An en: link gets pasted by accident
b. Someone copying an interwiki list elsewhere forgets to re-add the en:
Furthermore these tasks would be simplified if the specified link was
supressed. The interwiki list would be the same on all pages of a cluster.
Further this would be a paving stone on the path to bug 708.
