As a CU I've now had two (maybe 3) instances where I have seen local blocks,
and they have not affected editing on XFF. The one I did write down was about a
hardblock, and XFF edits still getting through that. If I also remember
correctly we had a rangeblock and a user used XFF to send emails when the
"Block user from sending email" was set.
