When there is only one occurrence of a concept in Wikidata (only one unlinked
wikipedia article), you will be prompted to enter a second article to connect
to.

So I assume there is no Wikidata entry and create a new item. When I add
manually the link to the single Wikipedia article I will be told there is
already an entry. This should not happen. When an entry in WD exists you should
always be referred to WD.
